This immobile robot is basically a fancy info kiosk with a touch-screen and a talk-screen. He doesn't mind that he can't move because he already knows all about the places he could go anyway.

Model #025 came from a prototype jukebox. The jukebox had seven different modes of happiness. It was happy to be left alone, and then it was happy to have people considering selections, and then it was happy to know what people wanted to hear, and then it was happy to play things people wanted, and then it was happy that there was a silence for it to consider things between songs, and then it was happy when all the songs were done, and then it was happy that the bartender or manager would be coming over in just a second to stop the drunk guy who was beating on it in an attempt to get money back after a coin slot had jammed. It was decided that Model #025 would work better as a kiosk after the programmers inserted an easter egg that caused it to become violent when anyone played "Riders On The Storm".
